Pipelayer accreditation
Our pipelayer accreditation is a staged process.
STAGE 1 – Provision of documentation
In order for us to consider your company for pipelayer accreditation, please forward evidence of the following competencies:
- Work experience in relation to construction of water, sewer mains, sewer pump stations etc
- Minimum of three Confined Space Entry Certificates of Competency - including annual assessment. Please distinguish between those who are permitted to enter the confined space and those who issue the CSE permits.
- Trench Shoring Certificate of Competency
- Pipelaying training (RIICRC208E Lay Pipes or equivalent)
- Road Signage Accreditation (or 3rd party contractor that will be used)
- Non friable asbestos Pipe Removal
Evidence of:
- Current status and category of works accredited for within the MRWA area (if applicable)
- An Occupational Health & Safety Plan (including risk assessments, etc)
- Mechanical Plant Audits – Type of Plant & Maintenance Register
- Project Management Plan – Contact (responsible officer), Scope of works, program of works, Environmental Issues (Reinstatement, etc)
Provide copies of:
- Certificate of currency for Public Liability
- Certificate of currency for Workcover.
You are also required to undertake our bi-annual induction conducted online. You will need to book your induction.
This induction is compulsory to become accredited with us. Please forward a copy of the completed induction to developerworks@gippswater.com.au with the other documentation required. Failure to complete the ongoing bi-annual induction will result in loss of accreditation.
It is our expectation that all pipelayers will have appropriate water industry experience and own a copy of the National Water & Sewer Codes (WSA 02-2014-3.1 MRWA Version 2.0 & WSA 03-2011-3.1 MRWA Version 2.0).
Pipelayers will also be required to be familiar with our supplements to the National Sewer Code and National Water Code. View our supplements.
STAGE 2 – Construction Performance
Construction of water and sewer main extensions in accordance with our specifications and approved design drawings to the satisfaction of us and the accredited design consultant.
We will audit your work during and after construction to ensure the above. This stage will determine whether we will allow you to construct any other works during the defects liability period of your first job.
STAGE 3 – Defects Liability
For twelve months after practical acceptance, you as the contractor are responsible for any defects that may arise. Prompt and efficient rectification of any defects is required. Upon successful performance of all three stages we will consider your company for placement on our published list of accredited pipelayers.

Design consultation accreditation
We require designs for water main and sewer main reticulation extensions to be completed by accredited design consultants and construction to be completed by accredited pipelayer contractors.
Stage 1
If you wish to become accredited with us for design and construction supervision of developer works projects, in the first stage you must provide the following:
- Company profile and resume of design engineers undertaking design(s), including current status and category of works accredited for within the MRWA area
- Copy of Certificate of Currency for Professional Indemnity (min $1 Million)
- Copy of Certificate of Currency for Public Liability (min $10 Million)
- Copy of Quality Assurance Policy
- Copy of Occupational Health and Safety Policy
- Copy of Management System that support and supervise sub-contractors in achieving objectives of this policy
You are also required to undertake our bi-annual induction conducted online. You will need to book your induction.
This induction is compulsory to become accredited with us and must be completed by any staff who will be working in our region.
Please forward a copy of the completed induction to developerworks@gippswater.com.au as part of the documentation required. Failure to complete the ongoing bi-annual induction will result in loss of accreditation.
Stage 2
The second stage of approval is submission of design plans in accordance with our requirements. Please note that we have supplements to the water & sewerage codes (WSA 03-2011-3.1 MRWA Version 2.0) & (WSA 02-2014-3.1 MRWA Version 2.0) which should be referred to in all design and construction applications. We will prepare a Developer Works Deed upon receipt and acceptance of Application for Deed of Agreement (Form 1), design plans, plan of subdivision, cost of works (cost of works required for shared assets only) and 3rd party creation of easement plan (if required).
Stage 3
The third stage is the construction supervision of one of our accredited pipelayers and submission of the as constructed package. Please refer to the required forms.
Upon satisfactory completion of these three stages, your company will be considered for placement on our published list of accredited design consultants.
